Doyle was told that his household\u2019s propane and electricity bill would be paid, and food drops with grocery supplies would be made as needed. But, when groceries were needed, they were only dropped once. That one grocery drop lasted Doyle and his house 3 days.<\/p>\n<p>The Oglala Sioux Tribe takes a similar stance to quarantining residents as other tribes in South Dakota. Families are not allowed to leave their household when ordered to quarantine and testing is regularly done. The Cheyenne River Sioux tribe even posts officers outside of quarantined households 24\/7 and has daily medical checks while providing food drops and utility services.<\/p>\n<p>When Doyle\u2019s fridge was emptied, he began to call the contacts given to him for grocery drops. He left messages to those who did not answer, and was told the issue would be looked into by those few who did answer.<\/p>\n<p>Doyle was forced to borrow money and call in favors for people to drop groceries off during that time. \u201cWe have all these elected officials and during a time of crisis we expect them to be by their phone, but none of them are by their phone,\u201d he said. \u201cThis virus doesn\u2019t work Monday through Friday, eight to five, it\u2019s working on Saturday and Sunday too.\u201d<\/p>\n<p>Doyle\u2019s electricity bill was paid, but now he says the propane is reading empty and that any day it will run out.<\/p>\n<p>Another Wanblee resident, Phyllis Swift Hawk, was asked to quarantine her household of 11 when her granddaughter had tested positive. Swift Hawk was promised the same treatment that Doyle was, but the only groceries that arrived from a government organization was commodities from Eagle\u2019s Nest Chairwoman Cora Yellow Elk.<\/p>\n<p>Yellow Elk could not be reached for comment.<\/p>\n<p>Swift Hawk and her family was lucky to have the goodwill of family and friends in the community. Marti Bad Hand dropped off around $100 worth of groceries on the hunch that they would be hungry. One of Swift Hawk\u2019s granddaughters also dropped off dried meat and fruit. But the food still ran thin in the house. \u201cI had to give up my meals a few times for my grandchildren,\u201d she reminisced, \u201cbut I had broth, and that\u2019s okay too.\u201d<\/p>\n<p>Swift Hawk has been a resident of Wanblee since 1964, and has worked at Oglala Lakota College for 43 years. 67 year old Doyle was a member of law enforcement for 23 years, and his grandfather was a code talker in World War I and World War II.<\/p>\n<p>\u201cI did my part to protect the people of Eagle\u2019s Nest and the reservation and this is a slap in the face,\u201d said Doyle. \u201cThey could at least call me. I put my life on the line for 23 years and this is what I get.\u201d<\/p>\n<p>Oglala Sioux Tribe Department of Emergency Management director Steve Wilson said that shortfalls in staffing has made it difficult to meet all the corona virus needs in the community.<\/p>\n<p>\u201cA problem is our man power and the size of land that we are trying to cover,\u201d said Wilson. \u201cWe are running our crews and trying to fill gaps. A lot of the people that are making these food drops are getting up at 3 or 4 in the morning.\u201d<\/p>\n<p>He also expressed the amount of strings that are attached to the CARES Act money for corona virus relief. Half of the CARES Act money that was allotted to tribal nations was released last month, over a month and a half after the promised distribution date.<\/p>\n<p>\u201cEven when you have money it is difficult to get logistics ironed out,\u201d said Wilson. \u201cFederal money has a lot of red tape around it, and we need to make sure we are doing it right.\u201d<\/p>\n<p>\u201cWe need to make sure this is done lawfully and by the books,\u201d said members of the Oglala Sioux Tribe\u2019s COVID response team in an update on June 3. \u201cAll of this money is not just free money from the government. They are literally going to audit every penny.\u201d<\/p>\n<p>Coronavirus response team jobs have been posted on the Oglala Sioux Tribe\u2019s Facebook page. The positions are COVID-19 Security Officer, COVID-19 Monitoring Specialist, COVID Quarantine Site Cook, COVID-19 Support Worker, COVID-19 Burial Liaison, and COVID-19 Public Health Inspector.<\/p>\n<p>Pine Ridge has one of the highest numbers of infections for reservations in South Dakota with over 40 infections.
