--><\/div><p><strong>WASHINGTON \u2013<\/strong> Principal Deputy Assistant Secretary \u2013 Indian Affairs Bryan Newland announced today that the Bureau of Indian Affairs (BIA) has begun disbursing $900 million to federally recognized tribes under the American Rescue Plan (ARP) Act.\u00a0 ARP was signed by President Biden on March 11, 2021, and the funds will aid tribes as they address the COVID-19 pandemic and its damaging impacts on Indian Country.<\/p>\n<p>\u00a0<\/p>\n<p>Today\u2019s announcement follows the Bureau of Indian Education\u2019s recent <a href=\"https:\/\/www.indianaffairs.gov\/news\/indian-affairs-announces-distribution-plan-850-million-designated-bie-funded-schools-under\">announcement<\/a> of its disbursement plan.<\/p>\n<p>\u00a0<\/p>\n<p>\u201cThe American Rescue Plan\u2019s funds will provide much-needed aid to tribal governments that have been working to combat the devastating economic impact COVID-19 has had on their communities,\u201d Newland said.\u00a0 \u201cI am deeply grateful to Congress and the Administration for ensuring that Indian Country is not forgotten in the nation\u2019s effort to overcome the COVID-19 crisis and build back better.\u201d<\/p>\n<p>\u00a0<\/p>\n<p>The BIA\u2019s $900 million disbursement plan addresses all of the program activities stipulated by Congress in the ARP Act:<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li><strong>Potable Water Delivery \u2013 $20 million<\/strong><\/li>\n<li><strong>Housing Improvement \u2013 $100 million<\/strong><\/li>\n<li><strong>Tribal payments and direct service for Tribal Government, Social Services, Public Safety and Justice, Indian Child Welfare, and other related expenses \u2013 $772.5 million.<\/strong> These funds will be allocated as follows:<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li><strong>$700 million<\/strong> through the <strong>Aid to Tribal Government<\/strong> funding line, thereby allowing tribes to reprogram across Tribal Priority Allocation (TPA) lines as necessary.\u00a0 Funding will be allocated to tribes listed in the BIA\u2019s Federal Register notice.\u00a0 Allocations will be based on tribal enrollment data, using a distribution approach that groups tribes by enrollment size.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li><strong>$30 million<\/strong> for <strong>law enforcement<\/strong> and detentions funding.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li><strong>$30 million<\/strong> for tribes in Public Law 83-280, also known as P.L. 280, states through the <strong>Social Services<\/strong> line.\u00a0 The majority of tribes in these states do not receive law enforcement support from the BIA.\u00a0 To address their unique needs, these funds can be used for tribal safety needs that fall outside of a formal law enforcement program.\u00a0 The tribe can determine whether to reprogram them as necessary to other areas like tribal courts.\u00a0 In addition, tribes can provide funding to BIA regional or agency offices for direct support services, if necessary.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li><strong>$12.5 million<\/strong> will be held centrally to allocate for unexpected exigencies as necessary.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Administrative and Oversight Costs \u2013 $7.5 million: <\/strong>These funds will be managed centrally to support maintaining public health capabilities to have an informed Indian Affairs response to COVID-19, IT surge needs, adaptations for COVID safety requirements, Personal Protective Equipment (PPE), staff surge needs, and project management.<\/li>\n<\/ul>\n<p>The post <a
