This week, the White House hosted the first Summit of Tribal Nations since 2016. Tribal leaders convened virtually with leaders from the Biden-Harris Administration, including Interior Secretary Deb Haaland, President Joe Biden and First Lady Jill Biden, United States Department of Health and Human Services (HHS) Secretary Xavier Becerra, and Dr. Anthony Fauci.<\/p>\n

\u00a0<\/p>\n

President Biden\u00a0proclaimed that,\u00a0\u201cTribal Nations do best when they make their own decisions,\u201d and acknowledged that Tribal lands have been chronically underfunded for generations.\u00a0He highlighted\u00a0that\u00a0despite these systemic challenges,\u00a0Tribal nations have led the way on\u00a0getting\u00a0their\u00a0citizens\u00a0vaccinated.\u00a0<\/strong>After his remarks, President Biden signed an executive order that\u00a0directs\u00a0the various agencies in the Executive Branch to\u00a0ramp up efforts to\u00a0address the issue of Missing and Murdered Indigenous People (MMIP). \u00a0<\/p>\n

Chairwoman\u202fVictoria\u00a0Kitcheyan of the Winnebago Tribe of Nebraska\u00a0moderated\u00a0the portion of the Summit that focused on the Biden Administration\u2019s response to COVID-19.\u00a0This allowed Tribal leaders to engage directly with\u00a0Secretary Becerra, who responded to Tribal leaders by\u00a0stating,\u00a0\u201cWe\u2019re here to listen to you, learn from you, and work together with you to\u00a0build back better<\/em>.\u201d\u00a0<\/strong>He also asked that Tribal leaders continue to challenge him on the things they hope to see.<\/p>\n

\u00a0<\/p>\n

Chairperson Amber Torres of the\u00a0Walker River Paiute Tribe, who is also a National Indian Health Board (NIHB)\u00a0member,\u00a0urged\u00a0Secretary Becerra to take the initiative to appoint a\u00a0counselor that would directly advise him on\u00a0American Indian\/Alaska Native (AI\/AN)\u00a0health. She\u00a0explained\u00a0the importance\u00a0of\u00a0having someone in a counselor position within\u00a0HHS\u00a0that\u00a0understands the special needs of Indian Country\u00a0and the\u00a0trust responsibility.\u00a0The\u00a0Chairwoman also advocated for full, direct funding\u00a0of the Indian Health Service (IHS)\u00a0and for moving appropriations from discretionary to mandatory\u00a0in order to ensure\u00a0the sustainability and success of\u00a0the\u00a0Indian health care\u00a0system.<\/p>\n

\u00a0<\/p>\n

Other Tribal leaders addressed health care\u00a0issues related to\u00a0behavioral health\u00a0and\u00a0telemedicine that have both\u00a0been\u00a0needed\u00a0in their\u00a0Tribal\u00a0communities and exacerbated due to the COVID-19\u00a0pandemic.\u00a0Specifically,\u00a0Tribal leaders\u00a0encouraged\u00a0HHS and the\u00a0Department of the\u00a0Interior to\u00a0improve funding\u00a0for broadband,\u00a0funding\u00a0methodologies\u00a0for\u00a0these services\u00a0in general,\u00a0and\u00a0to\u00a0prioritize participation of Tribal leaders in all decisions made related to these services.<\/p>\n

\u00a0<\/p>\n

The second day of the\u00a0Summit centered\u00a0on the ecological, economic,\u00a0and infrastructure-related\u00a0issues facing Indian\u00a0Country;\u00a0however,\u00a0the Department of Veterans Affairs\u00a0presented and\u00a0committed to\u00a0establishing\u00a0a new office to combat issues related to\u00a0Tribal\u00a0Veterans\u2019 health, proclaiming that it\u00a0\u201cwill fight like hell every day to keep our promises to\u00a0Native\u00a0Veterans.\u201d<\/strong><\/p>\n

\u00a0<\/p>\n

Chairwoman\u00a0Francis Charles\u00a0from the Lower Elwha Klallam Tribe\u00a0advocated for health funding for Indian\u00a0Country stating\u00a0that\u00a0IHS\u00a0and\u00a0the\u00a0Interior\u00a0must begin\u00a0aggressively forming policy that provides the\u00a0funding increases needed to deal with the\u00a0severe\u00a0underfunding\u00a0of the contract health support costs, health care facilities,\u00a0and health\u00a0care workforce shortages<\/strong>.<\/p>\n

\u00a0<\/p>\n

In the wake of\u00a0the\u00a0bipartisan infrastructure bill\u00a0being signed\u00a0into law, Tribal leaders will continue to\u00a0hold the administration accountable\u00a0to the concerns raised during this week\u2019s summit.<\/p>\n
