Memorial Pond<\/p>\n<\/div>\n

RAPID CITY\u2014On a day that was busy due to a local concert, a murder occurred in Rapid Citi which left a lot of unanswered questions. Sheldon Glenn, 43, Rapid City, was found drowned in the Rapid City memorial pond, and Walter Mousseau Jr, 27, Pine Ridge, was charged with the crime of first degree murder.<\/p>\n

The pond sits just a few feet from the bandshell. Dozens of folks were in attendance for an Independence Day band concert, but none of them intervened to stop the murder.<\/p>\n

A report was called in about 6:50, to the Rapid City Police Department, and the report mentioned that a man was holding another man down in the water. By the time to police arrived, Glenn was still underwater, and in a location unknown in the pond. Witnesses, would identify Mousseau as the suspect and he was detained shortly after. The Rapid City\/Pennington County Water Rescue Team arrived to retrieve Glenn, who were aided by a witness, who jumped in as well to help locate the victim.<\/p>\n

Glenn was transported from the scene, but it was not clear whether he died on site, or in transit or at the hospital. After an interview with Mousseau at the Public Safety Building, the Sheriff\u2019s Office charged Mousseau with the murder.<\/p>\n

Unanswered questions are: could bystanders have stopped Mousseau from allegedly murdering Glenn? Secondly, what had happened between these two, prior to the alleged murder?<\/p>\n

Mousseau, appeared in Court on Tuesday, for initial appearance and is in custody on a $250,000 cash only bond. His preliminary hearing is scheduled for 1:45pm on July 20.<\/p>\n

Brian Peck was a local interviewed by media and he spoke about his association with Glenn. Peck said Glenn, a former veteran, helped with free food events for the homeless, and had a record of struggling with PTSD and alcohol use. Glenn, according to Peck, was scheduled to travel to Arizona next week, for a treatment program. Peck also told media he was helping Glenn build a structure in his backyard for him to occupy, but Glenn felt a homeless family should use it instead of him.<\/p>\n

Peck did mention, overhearing a comment, that someone had said \u201cit\u2019s just another dead Indian\u201d. But to Peck, no\u2014\u201dIt\u2019s not just another dead Indian. It\u2019s Sheldon.\u201d<\/p>\n

RCPD spokesman Brendyn Medina said the department does not believe the incident was random and that the two were most likely associated in some way. At this time the investigation is still ongoing, and the RCPD is asking witnesses of the incident to contact Detective Justin Gizzi at 605-394-4134 with any information regarding Glenn\u2019s death.<\/p>\n
