MARTIN – Acquiring new housing is a vital step forward, especially on the Pine Ridge Indian Reservation, which boasts the largest population of all nine reservations in South Dakota. Recognizing this need, a comprehensive development plan has been set in motion to expand and improve housing options. A designated 160-acre parcel of land east of Martin has been selected to create a new community that will serve as a foundation for future growth and stability.

Soon, twenty-five families will experience the fulfillment of their dreams— with access to affordable and safe housing. Earth- movers were already on site as the Oglala Lakota Housing Authority (OLHA) prepared to kick off construction, signaling the commencement of this promising project.

The groundbreaking ceremony, held on June 20, 2025, marked a significant milestone. The event radiated warmth and enthusiasm, with smiles, laughter, and community spirit filling the air. Attendees enjoyed nutritious snacks that kept everyone energized in the pleasant, sunny weather—an ideal backdrop for such an occasion.

Throughout the event, Chris Eagle Hawk, who also oversees public relations, served as the Eyapaha, or messenger. His lively announcements and spirited commentary kept the crowd engaged and uplifted, creating an atmosphere of celebration and anticipation.

OLHA CEO Noah Holder provided insight into the project’s achievement, emphasizing the importance of strategic planning and ownership. “We had to find a new way to create housing,” he explained, highlighting that owning the entire 160 acres was crucial. “We needed to select land we own outright and obtain approval from Martin for vital infrastructure improvements, like water access,” he added. His words underscored the importance of perseverance and proactive decision-making to overcome logistical hurdles.

The new community will include a diverse range of housing options: nine one-bedroom homes, eight two-bedroom houses, and eight three-bedroom residences. Holder also reflected on the necessity of taking initiative and sometimes moving forward independently to meet project goals.

Funding for the project was secured through low-income tax credits, a common method to support affordable housing development. Raymond James, a trusted leader with decades of experience in managing such credits, partnered with OLHA and helped secure 70% of the necessary financing. Their expertise and the strategic use of tax credits—at a rate of seven cents on the dollar—made the project more attainable. To cover the remaining gap, OLHA collaborated with other agencies to ensure full funding.

Holder emphasized the importance of leveraging government opportunities, stating, “There are many avenues through the government to access tax credits. If you pursue them diligently, your chances of success are high— about ninety percent.”

Two distinguished representatives from the City of Martin—also known as the LaCreek District of the Pine Ridge Reservation—were present at the groundbreaking. Craig Dillion, the tribal representative of LaCreek, addressed attendees, acknowledging the ongoing housing needs and expressing optimism: “Our tribe needs more housing, but this is a great beginning.”

Martin City Council Representative Warren Peterson also spoke, voicing his support and excitement. “This is a significant development for the City of Martin,” he said, “and everything is moving forward positively.”

The successful coordination of such a large event relies heavily on meticulous planning and communication. Harold Dean Jack played a vital role in overseeing the arrangements, ensuring that all logistical details came together seamlessly. His efforts helped make the groundbreaking a memorable and impactful moment for the community.
