United Resource Connection provides a platform for local communication and collaboration among geographically distributed social service providers and the communities they serve. We provide staff to help insure content quality of the knowledge management system. We additionally provide the framework and bylaws for a Quality Assurance (QA) Committee, made up entirely of local stakeholders. This committee serves as a judiciary to resolve any quality assurance issues and collectively elects its own leadership for oversight of the platform’s content. Our staff provides this oversight until the community has a quorum and operational interest to elect its own leadership.
BYLAWS of your local QA COMMITTEEI. Quality Assurance of local Communities of United Resource Connection will be monitored and adjudicated by their local Quality Assurance (QA) Committee.
II. The QA Committee may elect an Executive Editor from among its membership, if a quorum of seats on the QA Committee exists. If a quorum cannot be established by the QA Committee, the role of Executive Editor will be fulfilled by a representative of United Resource Connection.
III. The total number of seats on the local QA Committee consist of one for each residential zip code in the chapter coverage area, and one for a representative of United Resource Connection. In rural cases where a chapter comprises a single zip code, seats may be added to represent community partners agreed upon by a QA committee majority vote.
IV. The sitting Executive Editor serves as a filter of any content submitted by the community at large for inclusion in the resource document server, the community blog and discussion groups, except as otherwise specified within these bylaws.
V. Financial sponsors of local communities may designate a representative on the QA Committee that corresponds to the zip code(s) sponsored. For zip codes in which no financial sponsor exists, or in which a representative is not in attendance, or has not been designated, voting privileges will be administered by the sitting representative of United Resource Connection.
VI. If a seat on the QA Committee is challenged by multiple parties wishing to sponsor it, preference will be given to parties whose organizations reside within that zip code. In such cases where preference in this way can not be determined, preference will be given to the non-incumbent.
VII. The Executive Editor serves as the chairperson of all QA Committee Meetings, or may designate an alternative chairperson to serve at those meetings in his or her absence.
VIII. The QA Committee will meet at least once per month, via video conference. The committee may also meet in “Emergency Session”, via video conference, at the request of the sitting Executive Editor. Meeting dates and times must be well publicized and emailed to each member of the committee at least two weeks prior to any Monthly Meeting, and at least 24 hours in advance of any Emergency Session.
IX. Roberts Rules of Order are used for all QA Committee meetings.
X. At any time, any member of the QA committee may order the Executive Editor to “temporarily take-down” any content judged by that member to fail quality assurance standards. The Executive Editor shall comply with such orders until a meeting of the QA Committee convenes to vote to approve or rescind the order.
XI. Each member of the QA committee has one vote, except for the representative from United Resource Connection, who has at least one. If a quorum does not exist among the seats on the QA Committee, a representative provided by United Resource Connection shall act as custodian for each reserved seat and vote on behalf of each of these vacant seats.
XII. Any QA committee votes which result in a tie are resolved at the sole discretion of United Resource Connection.
XIII. Local amendments to these bylaws must first receive a supermajority vote from the relevant (local) QA Committee, and then be approved by the Vice President of Quality Assurance at United Resource Connection Incorporated.
XIV. Local QA Committees, and/or their Executive Directors, may not approve any action or content which might threaten the 501c3 tax exempt status of United Resource Connection. Any action or decision of a local QA Committee, and/or its Executive Editor, that is perceived to threaten the 501c3 tax exempt status of United Resource Connection may at any time be over-ruled, reversed, or rescinded at the sole discretion of United Resource Connection.
